The Texaco News Of The Week presents the Lowlights Awards Of 1940.  Portland tells of her mothers problems caused by Freds' gift to her.  Fred introduces an amateur opera singer from the Major Bowes show, then tells how the Major got his name. Fred and Portland try to get Kenny to make a New Years resolution. The Texaco Workshop Players do a play called The Quiz Nippers, a satire of the show Quiz Kids.
